Permit to a user to cancel it own tickets.

How do that : delete the ticket if no actions done on that.
No actions = same condition as edit tickets

TODO : add notification for delete ticket
TODO : add trash to tickets (is_deleted)

Yllen :
If status is new and there are no followup, no task and no group or group of techicians attribued, and no observer ou group of observers (date = date_mod) => delete ticket
In other case => close ticket

- Add trash => done (empty+migration+bigdump)
- Check ticket to see if it can be delete => done
- Change buttons according state of ticket => done
- test delete + restore

TODO :
- create event (planned in pre_deleteItem)
- create a default notification (only one notification with test on is_deleted)
